Manchester was laid out in 1878, and named after Manchester Township, Illinois, the former home of an early settler. Manchester was platted in 1882. A post office was established at Manchester in 1878, and remained in operation until it was discontinued in 1974.

As of the census of 2010, there were 57 people, 26 households, and 15 families residing in the city. The population density was 633.3 inhabitants per square mile (244.5/km2).
