Milton was laid out in 1851. In 1872, Milton experienced growth when the Burlington and Southwestern Railway was built through it. The town was founded by settlers from Milton, Delaware.[citation needed]

As of the census of 2010, there were 443 people, 169 households, and 114 families residing in the city. The population density was 176.5 inhabitants per square mile (68.1/km2). There were 204 housing units at an average density of 81.3 per square mile (31.4/km2). The racial makeup of the city was 98.2% White, 0.2% African American, 0.2% Asian, and 1.4% from two or more races. Hispanic or Latino of any race were 2.9% of the population.

There were 169 households of which 30.2% had children under the age of 18 living with them, 51.5% were married couples living together, 10.1% had a female householder with no husband present, 5.9% had a male householder with no wife present, and 32.5% were non-families. 29.6% of all households were made up of individuals and 14.8% had someone living alone who was 65 years of age or older. The average household size was 2.62 and the average family size was 3.25.
