Why is a DOT Consortium Required?

Owner Operators- DOT requires all owner-operators to enroll in a consortium so they are included in a compliant random testing pool because they cannot randomly test themselves.

Small Employers-Some smaller companies may not have enough drivers or safety-sensitive employees to maintain their own statistically valid random pool. Therefore, by joining a consortium, they are combined with other companies to form a large pool that meets DOT testing requirements.

Large Employers-Larger fleets may manage their own random pool but often use a consortium/TPA to outsource the process, reduce administrative burden, and ensure strict compliance.

How Our DOT Consortium Works

Step 1: Enroll: Select a 1, 2, or 3 year membership and receive your Certificate of Compliance by email.

Quarterly Selections: We process our consortiums using a scientifically valid, computer-generated random draws each quarter.

Immediate Notifications: If selected, your DER receives email & phone notice with selection instructions.

Testing & Results: Visit the assigned testing center. ADT will manage CCFs, lab processing, and reporting.

MIS Reporting: Year-end and on-demand MIS reports included.

Included With Membership

  • All random selection test fees (drug & alcohol where applicable)
  • DER support & audit-ready documentation
  • Federal CCFs (5-part) for DOT drug tests

A DOT Consortium is a program that manages random drug and alcohol testing for DOT-regulated employers and owner-operators. It ensures compliance with federal testing requirements by maintaining a random selection pool, managing notifications, and handling test scheduling and reporting.
All employers and owner-operators who fall under DOT agency regulations — including FMCSA, FAA, FTA, FRA, PHMSA, and USCG — must participate in a random drug and alcohol testing program. Owner-operators must join a third-party consortium to meet compliance standards.
Enrollment includes participation in a DOT-approved random testing pool, random drug and alcohol tests, test scheduling, employee notifications, Certificate of Compliance, and annual MIS reporting. Accredited Drug Testing also provides program administration, policy assistance, and ongoing compliance support.
Enrollment can be completed online at accrediteddrugtesting.com by selecting the DOT Consortium Enrollment option, or by calling (800) 221-4291. Once enrolled, participants receive immediate documentation and compliance materials.
Each enrolled company or owner-operator receives a Certificate of Compliance, MIS reports, and other documentation verifying participation in a DOT-compliant random testing pool. These records help demonstrate compliance during DOT audits or inspections.
