Why is a DOT Consortium Required?

Owner Operators- DOT requires all owner-operators to enroll in a consortium so they are included in a compliant random testing pool because they cannot randomly test themselves.

Small Employers-Some smaller companies may not have enough drivers or safety-sensitive employees to maintain their own statistically valid random pool. Therefore, by joining a consortium, they are combined with other companies to form a large pool that meets DOT testing requirements.

Large Employers-Larger fleets may manage their own random pool but often use a consortium/TPA to outsource the process, reduce administrative burden, and ensure strict compliance.

How Our DOT Consortium Works

Step 1: Enroll: Select a 1, 2, or 3 year membership and receive your Certificate of Compliance by email.

Quarterly Selections: We process our consortiums using a scientifically valid, computer-generated random draws each quarter.

Immediate Notifications: If selected, your DER receives email & phone notice with selection instructions.

Testing & Results: Visit the assigned testing center. ADT will manage CCFs, lab processing, and reporting.

MIS Reporting: Year-end and on-demand MIS reports included.

  • DER support & audit-ready documentation

DOT Consortium: Frequently Asked Questions

What is a DOT Consortium (C/TPA) and who requires it?

A consortium C/TPA acts as a service agent to manage parts or all of an employer's drug and alcohol testing program. This includes random testing and various compliance tasks as dictated by the 49 CFR part 40 regulations.

Are random testing rates consistent, or can they vary?

The DOT's random testing percentages can fluctuate annually depending on positivity rates. Despite any changes in random testing percentages, our consortium covers all DOT random testing costs.

What occurs when selected for a random test?

ADT informs the Designated Employer Representative (DER) or Owner Operator by email or phone, providing the nearest testing location and further instructions. The employee must proceed immediately to the testing center upon receiving the notification.

What substances are screened in a DOT drug test?

A DOT drug test evaluates for a DOT 5-panel urine as well as a breath alcohol test. All these tests must utilize a Federal Custody and Control Form and Federal Alcohol Testing Form.

Can you assist during a DOT audit or inspection?

Yes, ADT is equipped to organize essential documentation, such as pre-employment test records, proof of random pool enrollment, supervisor training certificates, DOT policy formulations, and MIS reports.

How frequently can I update my employee pool?

We verify employee roster updates every quarter, although employers can add or remove covered staff at any time before the selection dates.

ADT is truly the best

Where do I start?!! ADT is truly the best!! I had the pleasure of speaking with Tori today! She was excellent, professional and truly went above and beyond in her kind, compassionate care and commitment to providing me with the best service possible. I was in such a time crunch, but I was able to call, order the test, pay for it over the phone and get the test I needed within the hour. Not only did this put my mind at ease, they saved my job!! I am forever grateful for this team of hard workers, that care, with such great work ethics! Thank you from the very bottom of my heart!!! Super easy to schedule and get what you need, weather for a job, personal, or court ordered! I believe I spoke with Justine who was helpful in answering all my questions and stayed on the phone with me until she was sure I was all set and got the emails I needed.

This is by far the easiest

This is by far the easiest way to get my lab work ordered and paid for. The phone calls are short and to the point. They don’t try to push extra sales on you and when I walk in to the clinic I simply show my donor pass and with in a matter of minutes I’m done. I will continue to use ADT in the future.
