Owner Operators- DOT requires all owner-operators to enroll in a consortium so they are included in a compliant random testing pool because they cannot randomly test themselves.
Small Employers-Some smaller companies may not have enough drivers or safety-sensitive employees to maintain their own statistically valid random pool. Therefore, by joining a consortium, they are combined with other companies to form a large pool that meets DOT testing requirements.
Large Employers-Larger fleets may manage their own random pool but often use a consortium/TPA to outsource the process, reduce administrative burden, and ensure strict compliance.

Federal Motor Carrier Safety Administration (FMCSA)
Adhering to the guidelines of 49 CFR 382.305, employers must ensure they participate in a compliant random testing program. Owner-operators are required to be part of a consortium that includes at least two covered employees, ensuring safety standards are uniformly applied. In Pennsylvania, it's crucial to participate in a consortium that rigorously follows these federal regulations to sustain safety in transportation.
United States Coast Guard (USCG)
Under the mandates of 46 CFR Part 16.230, marine employers are required to enforce random drug testing for all personnel in safety-sensitive roles. Pennsylvania's maritime operations are no exception, as they must conduct these tests to ensure the safety and reliability of crew members on board.
Federal Aviation Administration (FAA)
Following the regulations outlined in 14 CFR Part 120, employers must incorporate all safety-sensitive duties into their testing protocols. In Pennsylvania, the aviation sector adheres to this by including rigorous testing processes that cover key safety positions to maintain operational integrity.
Federal Railroad Administration (FRA)
All railroad entities must submit and adhere to a comprehensive random testing plan as per 49 CFR 219.601-219.609. In Pennsylvania, this is essential for ensuring rail safety and compliance with federal oversight, contributing to the secure transportation of goods and passengers statewide.

Federal Transit Administration (FTA)
Employers overseen by 49 CFR Part 655 must utilize a scientifically valid method to select employees for testing. Through rigorous adherence to these protocols, Pennsylvania's public transit operators ensure that their workforce remains unimpaired and capable of providing safe transportation services across the state.
Pipeline and Hazardous Materials Safety Administration (PHMSA)
Operators who are governed by Parts 192, 193, or 195 of 49 CFR Part 199 must rigorously test covered employees. Pennsylvania, being a state with extensive energy and pipeline infrastructure, enforces these regulations to maintain safety standards and protect its vital resources and population.

What is a DOT Consortium (C/TPA) and who needs it?
A consortium C/TPA is an agent appointed to oversee elements of an employer's drug and alcohol testing protocol, managing random testing pools and fulfilling compliance duties as required by 49 CFR part 40.
Are random testing percentages always the same or do they change?
DOT random testing rates may vary annually depending on the positivity rate, but our consortium includes all DOT random testing costs regardless of rate changes.
What happens when I am selected for a random test?
ADT will alert the Designated Employer Representative or Owner Operator via email and phone with details of the nearest testing site and instructions. On receiving the notification, the selected participant must visit the testing location without delay.
What drugs are tested on a DOT drug test?
A DOT drug test encompasses a DOT 5-panel urine analysis along with a DOT breath alcohol test. It is vital that all tests use an official Federal CCF and Federal Alcohol Testing Form.
Can you help during a DOT audit or inspection?
Yes, ADT is equipped to compile necessary documentation such as pre-employment test records, proof of random pool enrollment, supervisor training certificates, DOT policy documents, and MIS reports.
How often can I update my employee pool?
Employee roster updates are confirmed quarterly. Employers can add or remove employees covered under the testing scheme at any time before selection deadlines.
