Our DOT Consortium Membership includes quarterly random selections, notifications by email & phone, testing site coordination, MIS reporting, and a Certificate of Compliance upon enrollment. Owner-operators DOT-regulated employers Certificate of Compliance.
Owner Operators- DOT requires all owner-operators to enroll in a consortium so they are included in a compliant random testing pool because they cannot randomly test themselves.
Small Employers-Some smaller companies may not have enough drivers or safety-sensitive employees to maintain their own statistically valid random pool. Therefore, by joining a consortium, they are combined with other companies to form a large pool that meets DOT testing requirements.
Large Employers-Larger fleets may manage their own random pool but often use a consortium/TPA to outsource the process, reduce administrative burden, and ensure strict compliance.

USCG: United States Coast Guard (under Homeland Security)
Marine employers abiding by 46 CFR Part 16.230 must execute random drug testing protocols tailored for crewmembers engaged in safety-sensitive roles. This requirement is in place to assure troubleshooting and prompt corrective action. The state of Newald, WI, like others, commits to these rigorous actions to maintain marine safety and security.
FAA- Federal Aviation Administration
Employers governed by 14 CFR Part 120 are tasked with incorporating all safety-sensitive functions in their operations. This is particularly significant in states like Newald, WI, where aviation safety is a priority.
Railroads must ensure compliance through the submission and execution of an FRA-approved random testing program, as mandated by 49 CFR 219.601-219.609. This comprehensive approach to testing is vital in maintaining rail safety and is equally important in Newald, WI to manage its rail transport infrastructure.

What is a DOT Consortium (C/TPA) and who needs it?
Answer: A consortium C/TPA refers to a service provider that oversees parts or all of an employer's drug and alcohol testing initiatives, managing the random testing pools and fulfilling compliance requirements dictated by 49 CFR part 40.
Are random testing percentages always the same or do they change?
Answer: The rates for DOT random testing can fluctuate yearly depending on the positivity rates. However, within our consortium, all fees related to DOT random testing are covered regardless of these rate changes.
What happens when I am selected for a random test?
Answer: ADT will inform the Designated Employer Representative (DER) or the Owner Operator via email or phone, indicating the nearest testing venue and necessary instructions. The chosen employee should proceed directly to the testing center upon notification.
What drugs are tested on a DOT drug test?
Answer: A DOT drug test evaluates controlled substances using a DOT 5-panel urine test along with a DOT breath alcohol test. It's crucial to perform all tests on a Federal CCF and Federal Alcohol Testing Form.
Can you help during a DOT audit or inspection?
Answer: Yes, ADT can assist in assembling essential documentation like pre-employment test results, evidence of random pool membership, supervisor training certificates, DOT policy creation, and MIS reports.
How often can I update my employee pool?
Answer: Employers may update their employee lists every quarter, with the flexibility to add or remove employees at any time before the selection dates.
