Accredited Drug Testing would like to welcome Doug Simon as the new director of the Office of Drug and Alcohol Policy and Compliance. (ODAPC)


Doug Simon joined the U.S. Department of Transportation as the Director of the Office of Drug and Alcohol Policy Compliance in May of 2025.

He arrived at DOT after serving four years as the Florida Director of  the Office of Drug Control, where he was tasked with implementing the Governor’s drug control policies across all Florida agencies.

He has 12 years of federal government experience across multiple administrations at the U.S. Department of Education and a prior stop at the U.S. DOT. He also served for four years at the Office of National Drug Control Policy as Director of State and Local Affairs and White House Liaison. At ONDCP, he co-authored the Ryan Haight Online Pharmacy Consumer Protection Act and helped implement the President’s random student drug testing program. Doug grew up in Land O’ Lakes, Florida, and is a graduate of the University of South Florida. He resides in Alexandria, Va., with his wife and four children.

The Office of Drug and Alcohol Policy and Compliance advises the Secretary on national and international drug testing and control issues and is the principal advisor to the Secretary on rules related to the drug and alcohol testing of safety-sensitive transportation employees in aviation, trucking, railroads, mass transit, pipelines, and other transportation industries. The Office publishes regulations and provides official interpretations on drug and alcohol testing, including how to conduct tests, and the evaluation and treatment procedures necessary for returning employees to duty after testing violations.  The Office also coordinates the Department’s involvement with the President’s National Drug Control Strategy annually.
